LABOR CATEGORY DESCRIPTIONS

RRMC offers a wide range of labor categories in Information Technology Services in order to provide our government clients the level of service required to fulfill their needs. These categories are reflected in the descriptions below:

PROGRAM DIRECTOR

General Experience: Our Program Directors possess at least ten years of progressive management experience with related complex information technology (IT) systems, program and business integration projects. They possess extensive experience directing, managing and assessing large-scale, complex programs with the ability to provide overall program direction. They manage and control the overall scope, budget and schedule for complex, multi-project programs with the responsibility to communicate with executive management to ensure that all critical program, management, technical and related issues are addressed.

Functional Responsibility: Our Program Directors have overall authority for a program or project. They are the contractor’s authorized interface with the Government Contracting Officer (CO) or the Contracting Officer’s representative. They meet periodically with program management to review the quality of services being provided, ensure services meet expectations, and address any contract issues. They are responsible for resources, work standards, schedules, reviewing progress reports, supervising personnel, communicating policies, purposes, goals, accomplishments and responsible for overall contract performance.

Minimum Education: BA/BS degree in appropriate field or equivalent work experience.


PROJECT MANAGER

General Experience: Our Project Managers possess at least nine years of experience with related IT programs and projects. They possess extensive planning and managing of large-scale or complex programs and have demonstrated the ability to set and maintain overall direction for a program or project; manage overall scope, budget, and schedule for complex, multi-project programs; and possess the ability to communicate with our Program Director and client executive and senior management to ensure that critical program, management, technical and related issues are addressed.

Functional Responsibility: Our Project Managers have management authority for the program or project and are responsible for overall contract performance. They are responsible for providing overall direction to the program, work directly with the project or task managers on each project within the program, and ensure that the program is executed on schedule and within budget. They also provide expert functional and management guidance to the project and meet regularly with client senior and program management to discuss program status and resolve related issues.

Minimum Education: BA/BS degree in appropriate field or equivalent work experience.


PROJECT LEAD

General Experience: Our Project Leads possess at least seven years of experience with related IT projects. They possess extensive experience planning and managing large-scale or complex projects and have demonstrated the ability to manage projects to achieve the desired products on schedule and within budget, to provide functional and technical expertise to the project team, to track project progress and finances, and report to the Program Manager and client management.

Functional Responsibility: Our Project Leads provide day-to-day direction and control of large or complex IT projects. They are responsible for developing the overall project work plan and monitor the execution of the project against the work plan. They provide technical and functional guidance to the project teams, monitor the progress of tasks and deliverables, track and report project status to program management, and ensure that all critical project issues are addressed and resolved.

Minimum Education: BA/BS degree in appropriate field or equivalent work experience.


DATABASE ANALYST

General Experience: Our Database Analysts possess at least 3 years of systems analysis and programming including at least 1-year experience in support of Client/Server backend DBMS. They must be capable of defining database administration policies, procedures, standards, and guidelines as well as have experience in logical and physical database design. They have experience in performing database analysis, conversion, loads, reorganization, verifications, recoveries and general maintenance.

Functional Responsibility: Our Database Analysts design, develop, implement and support medium to large-scale database systems in a LAN or enterprise-wide WAN environment. They provide technical expertise and guidance in the design, implementation, operation, and maintenance of the database management systems. They evaluate and recommend available DBMS products and servers after matching requirements with system capabilities. They recommend file organization, indexing methods and security procedures for specific applications.

Minimum Education: Requires BA/BS degree or technical certification or equivalent work experience.


PROGRAMMER ANALYST

General Experience: Our Programmer Analysts have three years of specialization in the design, development and implementation of complex large-scale systems, including maintenance, modification, and resolution of system errors.

Functional Responsibility: Our Programmer Analysts develop and modify software programs. They perform the design and access to the databases and develop standards, procedures and conventions for database access under supervision. They develop logic, codes, tests, modifications, and debug software. They assist in the design, coding, testing, and implementation of modifications, monitor systems, correct errors and inconsistencies, and may evaluate and implement COTS solutions.

Minimum Education: BS/BA or equivalent technical certification and experience.


BUSINESS ANALYST

General Experience: Our Business Analysts have three years experience in exercising analytical techniques when gathering information from users, defining work problems, designing a system of computer programs and developing procedures to resolve problems.

Functional Responsibility: Our Business Analysts develop specifications for programmers and/or instructional designers to develop identified interventions. They analyze methods of approach, review requirements, gather information, compare alternatives, develop guidelines and specifications and coordinate with developers and end users.

Minimum Education: BS/BA degree required in an appropriate field, certification or equivalent years of work experience.


SYSTEMS ANALYST

General Experience: Our Systems Analysts possess at least five years of experience analyzing systems requirements, translating systems requirements into systems designs, performing systems development, conducting testing activities, and performing conversion and production support tasks for large-scale client-server and mainframe systems. They have strong analytical and technical skills and have demonstrated the ability to provide guidance for the development and testing of information systems.

Functional Responsibility: Our Systems Analysts analyze functional and technical requirements, prepare system designs and specifications, write programs, develop business requirements and review business processes and perform systems development, testing conversion, and production support tasks. They also develop required systems and operation documentation.

Minimum Education: BA/BS degree in appropriate field or equivalent work experience.


SENIOR SYSTEMS ANALYST

General Experience: Our Senior Systems Analysts possess at least seven years of experience analyzing systems requirements, translating systems requirements into systems designs, performing systems development (including development of application and technical architectures), conducting testing activities, and performing conversion and production support tasks for large-scale client-server and mainframe systems. They have strong analytical and technical skills and have demonstrated the ability to provide guidance to development teams, supervise the development and testing of information systems, and resolve technical issues.

Functional Responsibility: Our Senior Systems Analysts develop and manage all parts of a project, plan and coordinate complex implementation, oversee quality control, analyze functional and technical requirements, prepare systems designs and specifications, and provide technical direction for systems development and testing tasks. They perform systems development activities, review programming modules, and ensure that software products meet required specifications and conducts reviews.

Minimum Education: BA/BS degree in appropriate field or equivalent work experience.


SENIOR COMPUTER OPERATOR

General Experience: Our Senior Computer Operators possess at least three years of experience in a multi-platform environment, preferably Client Server, Distributed and Mainframe. They are able to physically handle tapes, reams of print paper or other heavy equipment movement.

Functional Responsibility: Our Senior Computer Operators schedule and execute client server jobs and monitor mainframe batch jobs for on time delivery. They operate auxiliary equipment (print equipment, date storage equipment) directly associated with the computer and perform control adjustments to continue operations when individual units of the system malfunction. They also perform diagnostics for preventive maintenance purposes or for problem analysis at a solid level of production knowledge and perform backup operations for application and system software and data. They distribute printed reports or routes to appropriate site/customer, participate in daily production shift turnover, handle most client calls or contact appropriate staff to resolve problems, oversee maintenance of records regarding output units and supply inventories, and package backup tapes for offsite storage.

Minimum Education: High School Diploma, equivalent technical certification or equivalent years of work experience.


SENIOR PROGRAMMER ANALYST

General Experience: Our Senior Programmer Analysts possess five or more years of work experience in a similar position or have equivalent skills experience.

Functional Responsibility: Our Senior Programmer Analysts are responsible for technical delivery of an entire project life cycle, sized small, medium and large, and managing technical project issues, issue escalation and status reporting. They support new and existing systems interpreting client's needs from functional requirements into detailed specifications under SDLC guidelines and provide a lead role in preparing detailed design and program specifications for translation into structured application programs conforming to established SDLC methodology and standards. They evaluate programming alternatives and recommend one that best meets client's needs and conform to TSC standards and processing environment. They estimate work effort for client service requests (new projects, problem fixes or enhancements) and produce project documentation or coordinate the gathering of such, including project agreements, requirements, design, test plans, implementation and turnover. They write and/or revise program documentation, application operational procedures and client user guides, in accordance with client needs, utilizing documentation version control and initiate and coordinate designing and implementing database modifications with data management staff. They code, test, debug, document, and maintain custom or packaged systems while adhering to standards within the department and company. They perform level 2 support, as required, establishing the urgency of the problem with the client and keep the client informed of progress and complying with TSC problem management procedures. They initiate change management process, obtaining approvals based on change management procedure, for an entire project and organize and conduct systems integration tests with TSC cross-functional groups. They work closely with Architecture to ensure portfolio model is consistent and adhere to strategic direction and participate with Enterprise Architecture on standards reviews, updates and evaluation.

Minimum Education: BS/BA or equivalent technical certification and experience.


INFORMATION SECURITY ANALYST

General Experience: Our Information Security Analysts possess three or more years of experience in Information Technology with a demonstrated track record of success in information security, ideally for one or more years.

Functional Responsibility: Our Information Security Analysts perform complex security administrative functions including user registration and password management and all security procedures necessary to protect systems from intentional or inadvertent access or destruction. They handle Level 2 support for security issues and support information security product evaluation on all platform access points. They may consult with project teams on information security and available options as well as participate on application systems projects in information security access implementation. They assist in preparing responses to audit issues on security and DRP, monitor information security systems for compliance activities, and assist in coordination of the overall disaster recovery plan (DRP).

Minimum Education: BS/BA degree or equivalent experience. An Internal Audit background or similar experience is preferred.


SENIOR VOICE DATA ADMINISTRATOR

General Experience: Our Senior Voice Data Administrators have experience in providing work direction to others and working with other vendors. They possess five or more years of experience in the voice communications field.

Functional Responsibility: Our Senior Voice Data Administrators serve as the project lead on voice I.T. projects, scheduling work with outside services and ECMC building facilities, interfacing with vendor support services for voice and WAN infrastructure (T1, long distance, 800 service, voice over IP). They prepare voice system purchase specifications based on business need and interface with Procurement on equipment purchase, coordinating work with end customers and vendors. They manage assignment of and inventories of wireless technology (cell phones and pagers), recommend new voice/WAN technology assisting in business case, and monitor service providing Level 2 & Level 3 problem support. They perform broadcast function for the company as requested, collect initial price quotes for telephony services, manage all aspects of telephony invoices, handle voice administration requests, assist in development and implementation of administration policies and guidelines, and provide work direction to subordinate staff.

Minimum Education: BA/BS degree in Computer Science or related field, technical certification or equivalent years of technology work experience.


VOICE/DATA TECHNICIAN

General Experience: Our Voice/Data Technicians have an understanding of basic telecommunications equipment (PBX, routers, etc.) and possess one or more years of experience in telephony with some telecommunications courses or similar electronics maintenance.

Functional Responsibility: Our Voice/Data Technicians install and maintain corporate communications hardware and software facilities including testing related hardware and providing technical assistance to junior installers. They process work orders for adds, moves and changes; repair communications facilities troubleshooting telephone and related electronic equipment and conduct preventative maintenance on basic communications equipment. They provide voice messaging access and instruction, monitor and report outages, provide Level 1 and Level 2 problem support, and monitor and support all telephony systems.

Minimum Education: High school diploma or equivalent work experience.


TECHNICAL SUPPORT ANALYST

General Experience: Our Technical Support Analysts possess at least one or more years of work experience in a technical or customer support environment. They understand a minimum of one computing platform/architecture (mainframe, midrange, distributed computing, client-server, internet/intranet).

Functional Responsibility: Our Technical Support Analysts provide support and backup to all company sites; receive and resolve Help Desk tickets relating to end-user PC hardware, software or telecommunications issues; and maintain inventory and asset management of hardware and software for internal/remote users. They create documentation for procedures and processes; provide desk-side and phone support of PCs, office tools for ECMC RRMC applications, or voice/data communications for internal and remote users; and install company software onto PCs and manages the performance of the installations and upgrades according to company standards. They maintain, analyze and troubleshoot all PC-related systems, hardware, and peripherals; administer and support/troubleshoot all purchased software packages; administer software/hardware facilitating remote access for end-users; and administer Domain-wide security (maintenance/creation of user and group accounts) and provide backup for Security Administrator in all other applications. They perform on-call duties as required and follow problem escalation and communication processes as well as comply with guidance, mentoring and training from senior management.

Minimum Education: Requires BS/BA degree or equivalent technical training, technical certification or work experience.
